Abstract
Social and economical development does not have linear course. About tenyear smaller recessions were replaced by global recession at the present time. Reduction of the population purchasing power has an impact on costs reduction, which donated development of the human resources quality and also on costs reduction, which donated regeneration and leisure time activities. Thus cyclic economical recession does not mean only industrial production reduction, reduction of population consumption and reduction of the living standards, but it is also translated into the qualitative level of the regional development, where investments intended for tourism were reduced.
